Coating Operations (General)
Coating operations refer to applying any volatile organic compound (VOC) containing coating to a substrate. Substrates include, but are not limited to metal, wood, paper, and plastic. Other processes in coating operations include: surface preparation, cleaning, finishing, and curing of the coating.
Who Needs a Permit?
A permit to operate is required for all surface coating operations, solvent cleaning operations, and adhesive operations performed with or without a spray booth that:
- Does not meet the exemptions specified in Rule 201 Sections 4.3 or 4.24.
For a facility with multiple spray booths, each spray booth will be permitted individually, and each paint preparation area which can be operated independently will be permitted individually.
Spray gun cleaning operations that are associated with coating sources (i.e., cleaning of coating application equipment or cleaning of surfaces prior to their coating) will be permitted as part of a coating operation.
All combustion based drying equipment with the coating operation shall be permitted with the booth if the material to be heated comes in direct contact with the products of combustion.
Permit Fees
New Installations:
Coating operations with or without a paint spray booth are required to submit a one-time NEW APPLICATION fee for applying Authority to Construct/Permit to Operate. (Rule 300 District Fees.)
Modifications:
For modifications resulting in any physical change or change in method of operation shall pay the MODIFICATION fee specified in Rule 300.
Annual Renewal Fees:
Coating operations which are limited to less than 25 pounds VOC emission per day, are billed a toxic fee and an emissions fees for a 0.1 to less than 1 ton per year emissions category
All other coating operations are billed a toxic fee and an emissions fees based upon 75% of the potential to emit, unless the operation is restricted by permit condition to a lower emissions category. (Table 1, Section 4.4, Rule 301)
Permit Application Completeness Determination
An application will not be accepted for processing until it is deemed complete. The following will be required in order for the Monterey Bay Air Resources District (MBARD) to make a completeness determination:
- Completed Form 1 ATC-PTO Application with the original signature of the owner/proprietor or responsible officer of the company.
- Submittal of fees outlined in Form 400-General Application Fee Determination Sheet, and in accordance with District Rule 300.
- VOC content data for all coatings and solvents shall be supplied from a manufacturer’s Product Data Sheet, or Material Safety Data Sheet (MSDS). It is the applicant’s responsibility to supply the data or ensure that the data is provided to the District.
- Any additional information that may be requested in order to perform a health risk assessment or to better understand the process or the applicability of regulations.
